Supporting New Local Governance and Dynamics of Change

While the current MDG framework focuses strongly on material dimensions of poverty, immaterial dimensions have not been formally included, even if implementing mechanisms of DPs have partly been trying to address them. Immaterial dimensions of poverty include, but are not limited, to voicelessness, dignity, lack to access of information, inability to participate in the political discourse, dependency and lack of access to networks. To lessen these immaterial dimensions of poverty and improve the quality of life for citizens, strengthening local democracy can be a key in both developing and developed countries. This is where the link to the thematic roundtable can be found. 

Moving forward toward a new development framework after 2015, this aspect of local democracy should be reflected in the debate. It seems especially relevant for the debates around inequality and governance that are currently emerging. 

Key questions:

  • What role have local governments played in the past 15 years in improving service delivery for all citizens? 
  • How can local democracy improve citizens’ quality of life – for both material and immaterial dimensions? 
  • How does the international agenda shape the ability of local governments to play a developmental role and what are actions that local governments can take to influence this agenda?

Antonio Vigilante

Director of the United Nations Office and the UNDP Representation Office in Brussels

Mr. Antonio Vigilante (Italy) is the Director of the United Nations Office and of the United Nations Development Programme (UNDP) Representation Office in Brussels. 

He holds a Diploma in business Administration and a master degree in Political Sciences and international relations, from the University Orientale of Naples, Italy.

Mr Vigilante has been working for the United Nations Development Programme since 1981, serving in recent years as the UN Resident Coordinator and UNDP Resident Representative in Egypt and, chairman of the Donors Assistance Group; UN Resident Coordinator and UNDP Resident Representative, in Bulgaria (1996-2001).

From May 1999 to August 2000 he was the UNDP Special Representative for Post-Conflict Development in South Eastern Europe.  From 1991 to 1996 he served as Deputy Resident Representative and as Resident Representative (a.i.) in Bolivia.

Before he held UN positions in Bolivia, Honduras, Ethiopia, Barbados and New York.

Mr. Vigilante is the author of many publications related to development issues in specialized reviews, books and newspaper articles.  He has directed in 1995/96 a UNDP bi-monthly Human Development Review. He is visiting lecturer to a number of post-graduate courses on international relations and development and a member of the Jury of the International documentary film Millennium Festival (on Millennium Development Goals).

Josep Roig

Secretary General of United Cities and Local Governments UCLG

Josep Roig is the Secretary General of United Cities and Local Governments since September 2011.

He has been a founding member of Metropolis in 1985, prior to becoming the Secretary General of Metropolis in 1999. He held the position of Deputy Secretary as well as Executive Director of Metropolis’99 between 1997 and 1999.

Prior to that, Josep Roig was the secretary of Barcelona Quality Network until 1997, the Quality Coordinator of Barcelona 2000 Strategic Plan, and a consultant for public organization.

In his position in Barcelona Metropolitan Corporation (CMB) (1983-1990, 1996-2000, 2009-2011), he worked for economic promotion, asset management, finances and planning, first as Coordinator of Technological and Industrial State Parks, then as Deputy Director and finally as Financial Director and Deputy Director General, for the above mentioned sectors.

In the academic world, Josep Roig was Director General of the University of Barcelona between 1990 and 1994 and from 1977 to 1985; he was a lecturer in Urban and Regional Planning, Department of Economics, University of Barcelona.

Marc Trouyet

Head of Department for Democratic Governance / Development and Global Public Goods Directorate / Directorate General for Global Affairs, Development and Partnerships / French Ministry of Foreign Affairs

Diplomat for more than 12 years, he is in charge of the French ODA pertaining to democratic governance issues since September 2012. He leads a team of about thirty officials, active in four areas: human rights, rule of law and post-crisis intervention; state reform and local governance; financial governance; migration and development.

Before that, he assumed several positions within the French Ministry of Foreign Affairs. As the French Deputy Permanent Representative to the UN inRome, he dealt with humanitarian issues along with the World Food Program (WFP), with poor farmers agricultural projects funded by the International Fund for Agricultural Development (IFAD), and with the institutional reform of the Food and Agricultural Organisation (FAO). He previously was in charge of sustainable development issues (desertification, water and sanitation, human settlements) at the UN division of the French MFA. He also assumed political responsibilities as Deputy Head ofMissionat the French Embassy toAustralia.

Before being a diplomat, Marc Trouyet worked for 5 years in an important French local government, the Paris City Council, assuming various positions. He previously led some urban researches within theFrenchUniversity.

He is a Science-Po Graduate and a former student of the ENA (Ecole Nationale d’Administration). He has a master-degree in town planning.

Paula Ravanelli Losada

Paula Ravanelli Losada

Special Advisor, Secretariat for Institutional Relations, Presidency of the Republic, Brazil

Paula Ravanelli Losada is a lawyer, graduated in Legal Science from the University of São Paulo (USP), specialist in public policy by the Foundation School of Government and a Masters in Public Law from the Law Faculty of the University of Brasilia (UnB), in the nation’s capital.

She is City Attorney of the City of Cubatao, in the State of Sao Paulo. She held various positions in the municipal government, including Attorney Heritage Estate in Sao Jose dos Campos, Secretary of Justice and Human Rights in Cacapava, Chief Legal Advisor of Cubatao and Housing Secretariat of São Paulo.

Since 2003 she is assigned to the Presidency of the Republic of Brazil, where she currently serves as Special Advisor to the Subsecretariat of Federal Affairs of the Secretariat of Institutional Relations of the Presidency. In this role, she participated in the development of Public Consortia Law and its regulations, the creation of the Federal Articulation Committee (CAF) and several initiatives for the improvement of intergovernmental relations between the federal government and the municipalities.
