Rising and volatile food prices, dependence on food imports, political, financial and economic crises, competition for access to natural resources, environmental degradation, and climate change affect current and future food and nutrition security of populations, urban as well as rural, including the most vulnerable people.

The challenges for citizens and the various authorities concerned, public or private, whether local, national or supranational, are to design and implement efficient food systems that support sustainable inclusive, resilient and effective development based on individual and collective responsibilities. This responsibility must be endorsed and carried forward by local and regional authorities in conjunction with their competences.

Regional food systems aim to meet these complex stakes. This issue affects many sectors (e.g. food, transport, health, education, water, habitat, migration, land policy, urban and peri-urban agriculture and forestry). Governments, local authorities, civil society, private sector, research sector, technical and financial partners must work together in concerted actions within agreed strategies, with rights, duties and clear responsibilities.

Key questions:

  • What are the key levers that local and regional authorities can use to contribute to food and nutrition security?
  • How does the territorial development approach promote cross-sectorial approaches to food and nutrition security and sustainable connections between urban and rural? Can this strengthen the resilience strategies?
  • What are the links to develop between local and regional levels, national and global scales for policies on food and nutrition security?
  • How to organize the contribution of local and regional authorities on food and nutrition security in the post 2015 agenda?

Andrée Pasternak

Chargée de mission auprès du Délégué pour l'action extérieure des collectivités territoriales, Ministère des Affaires Etrangères et Européennes

Andrée Pasternak, vétérinaire de formation, travaille actuellement pour l’action extérieure des collectivités territoriales au Ministère français des Affaires étrangères, en qualité d’expert sur les programmes de développement rural et agricole, la sécurité alimentaire et le tourisme responsable mis en œuvre dans le cadre de la coopération décentralisée.

Membre du Comité politique du Core group sur la sécurité alimentaire de l’« Organisation des Régions Unies » (ORU FOGAR), elle a pris part aux premiers sommets internationaux de Dakar (en 2010) et Medellin (en 2012) consacrés à ce thème.

Elle s’attache à promouvoir l’approche territoriale du développement et œuvre pour la reconnaissance du rôle des collectivités territoriales françaises par les organisations internationales. Auparavant, elle a participé, pour le Ministère français de l’Agriculture, à la définition et à la mise en œuvre de programmes de coopération bilatérale pour le développement rural et la promotion des produits de terroir.

Regional Councillor delegated to decentralized cooperation and President of the "food security" Core Group of the United Regions FOGAR (ORU-FOGAR)

Mrs. Elise Lowy, born in November 3rd 1981, is a French politician.

She studied sociology and is specialized in environmental sociology and critical sociology of work. She taught sociology at the University of Caen until 2011.

She was editor of a magazine about popular neighbourhoods from 2002 to 2012.

In addition to her associative commitments, Elise Lowy joined the French environmentalist party “Les Verts” in 1999 during the European campaign and became Deputy Regional Secretary of the “Les Verts” Basse-Normandie and Federal Councillor of “Europe Ecologie Les Verts” (EELV).

Member of the executive office of “Europe Ecologie Les Verts” (EELV) from 2011 to 2012 since the Congress of La Rochelle, she is spokesperson of EELV since June 23rd 2012.

She is strongly involved in associative and political activities for ecology and intercultural issues.

She became Regional Councillor delegated to decentralized cooperation in 2010 and  Chairwoman of the "food security" Core Group of the ORU-FOGAR in September 2012, succeeding Mr. Alain Tourret.

Francisco Olvera Ruiz

State Governor, Hidalgo, Mexico

Nacido en la ciudad de Pachuca el 15 de junio de 1956, José Francisco Olvera Ruiz, realiza sus estudios en diversas instituciones públicas. Sus estudios profesionales los realizó en la Universidad Autónoma de Hidalgo, donde se titula automáticamente por promedio, así mismo cuenta con Maestría en Administración Pública, por el Instituto Tecnológico y de Estudios Superiores de Monterrey y la Universidad del Valle de México.

Su carrera en la administración pública estatal se inició al frente de la Dirección de Catastro, donde permanece por espacio de nueve años. Ha sido Diputado Local en dos ocasiones, la primera en la LIV Legislatura (1991 a 1993) y la segunda en la LVIII Legislatura (2002 a 2005). Fungió también como Director del Archivo General de Notarías en 1995 y como Coordinador General Jurídico del Gobierno del Estado en 1999-2001. De 2005 a 2008 fue designado Secretario de Gobierno. En 2009 fue electo como Presidente Municipal de Pachuca para el periodo 2009-2012, a instancias suyas fue creada la Asociación de Presidentes Municipales, organización afiliada a la Federación Nacional de Municipios (FENAM), en la que fue electo como Presidente Nacional de la Zona Centro en 2009, cargo que también desempeñó en el seno de la Asociación de Municipios de México A.C. (AMMAC), durante el propio 2009.

Postulado como candidato a Gobernador del Estado de Hidalgo por el Partido Revolucionario Institucional, resulta electo para el periodo 2011-2016, tomando posesión el 1° de Abril de 2011.

No debe soslayarse su gran participación en actividades partidistas, como Presidente del Comité Directivo Municipal de Pachuca y como Secretario del Comité Directivo Estatal en ambos casos del Partido Revolucionario Institucional.

En el ámbito profesional, Francisco Olvera Ruiz ha ejercido la abogacía en su despacho particular en el que también actuó como Corredor Público, tarea en la que fue habilitado por la Secretaría de Economía del Gobierno Federal

Gino Van Begin

ICLEI's Secretary General

Having served as ICLEI Regional Director for Europe since 2002 and as Deputy Secretary General since 2007, he brings to his position a wealth of experience in coordinating and leading international institutions and organizations across different aspects of sustainable urban development. 

Gino has consistently and comprehensively worked over the last 12 years towards ensuring ICLEI’s quality as a responsible, professional, non for profit, local government organization in Europe and worldwide.

He has been ICLEI’s Chief Negotiator on local climate actions and was instrumental in organizing various major events, such as the European Sustainable Cities and Towns Conferences which have grown to become the major sustainability rendezvous for local governments in Europe.

Gino was also a member of the EU Expert Group to the European Commission on the Urban Environment from 2003-2006, and is a member of the European Commission’s Jury on the European Green Capital. 

Gino’s vision is to extend this excellent leadership to ICLEI  on a global level.Before joining ICLEI in 2000, Gino worked as advisor and as Team Leader at the EU-funded Environmental Centres for Administration and Technology in Kaliningrad and St. Petersburg, Russia for seven years. 

From 1987 to 1993, he was a legal advisor at the European Commission’s DG Environment, General Secretariat and DG External relations. He also worked at the Cabinet of the Vice-President of the Government of Flanders and Minister of Economy, Small Business and Energy.

Trained as a lawyer from the University of Brussels, Gino speaks Dutch, French, English, German and Russian.

Director of the RUAF Foundation-International network of Resource centres on Urban Agriculture and Food security

Marielle Dubbeling (MSc.) is the Director of the RUAF Foundation-International network of Resource centres on Urban Agriculture and Food security (wwww.ruaf.org).

Marielle has long experience in policy advice and training on urban and peri-urban agriculture. Marielle currently coordinates the RUAF involvement in the UN Habitat programme on "Integrating urban and peri-urban agriculture and forestry in city climate change programmes" as well as the RUAF involvement in an European Union funded programme on short food chains, multifunctional agriculture and resource recovery in city-regions.  

In the past years, she served as the global coordinator of the RUAF From Seed to Table Programme (2009-2011) promoting sustainable short value chain development in and financing for urban agriculture in 17 cities around the world and was the policy adviser in the RUAF Cities Farming for the Future Programme that supported 20 cities around the world in developing municipal programmes and policies on urban agriculture and food security. Before joining RUAF she worked with the UN HABITAT Urban Management Programme in Latin America, where she supported the development of municipal programmes on urban agriculture and food security in cities in Ecuador, Peru, Argentina, Brazil, and Cuba.

Marielle published several articles, working papers and books on urban agriculture, amongst which "Cities, poverty and food: multi-stakeholder policy and planning in urban agriculture (2010): http://www.ruaf.org/node/2387"; and "Urban agriculture and climate change adaptation: Ensuring food security through adaptation" as published in  "Resilient cities: cities and adaptation to climate change-Proceedings of the global forum 2010. Sabine Guichet-Lebailly

Chef du service Coopérations Internationales et Mobilité, Région Basse-Normandie

Sabine Guichet-Lebailly est française, elle est née le 12 juillet 1962 à Orléans.

Depuis mai 2005, elle est contractuelle de la fonction publique territoriale française, en poste au Conseil Régional de Basse-Normandie. Après avoir créé et piloté la Mission Coopération décentralisée et Droits de l’Homme jusqu’en juin 2011, elle dirige désormais le service Coopération Internationale et Mobilité au sein de la Direction des Affaires Européennes et des  Relations Internationales.

Détenteur d’une maîtrise en management interculturel, son expérience professionnelle l’a conduite à proposer l’ouverture de la Région Basse-Normandie vers des territoires et des thématiques de coopérations à forts enjeux et valeur ajoutée. Elle a assuré la promotion de domaines comme l’Approche Territoriale du Développement (ATD), les Droits de l’Homme, la Sécurité Alimentaire, le Tourisme Durable…

Les partenariats développés sous son influence s’attachent à la mise en réseau et à la mutualisation des expériences et des compétences et tendent tous à promouvoir le rôle et la reconnaissance des Régions et des Gouvernements locaux du monde auprès des instances internationales que sont l’ONU et l’Union Européenne.

Par son action, elle a favorisé la prise de position de la Basse-Normandie au sein de l’ORU-FOGAR puis comme Présidente du Core Group sur la sécurité alimentaire. Dans ce cadre, elle a accompagné la Région aux premiers sommets internationaux de Dakar (en 2010) et Medellin (en 2012) consacrés à ce thème. 

Saliou Sarr

Président, Commission Sécurité Alimentaire et Développement Rural, Région de Saint-Louis

M. Saliou Sarr est Conseiller régional de la Région de Saint Louis au Sénégal, Président de la commission Sécurité Alimentaire et Développement Rural.

Il est économiste Agricole de formation, spécialiste en organisation et en stratégies paysannes.

M. Sarr est également coordonnateur de l’Unité des Programmes de AGEP/ASPRODEB (Association Sénégalaise pour la Promotion du Développement à la Base), agence d’exécution de projets dans le monde rural. Cette agence exécute depuis 1995 des projets et programmes de l’Etat du Sénégal, de la FAO, de la Banque mondiale, du FIDA, de l’Union Européenne, de l’USAID, etc.

Il a été membre de différentes organisations/conseils tels que l’équipe de recherche/développement du CNCR (Conseil National de Concertation des Ruraux du Sénégal) ; la coordination du ROPPA (Réseau des Organisations Paysannes et de Producteurs Agricoles de l’Afrique de l’Ouest) pour le Sénégal en 2000 ;  le groupe d’élaboration de la PAU de l’UEMOA pour les organisations paysannes africaines en 2001 et il a été coordinateur du ROPPA Sénégal pour les négociations de l’OMC (6ème Conférence Ministérielle de Hong Kong) en 2005.
