This strategic plenary will be dedicated to the Habitat III process. Habitat III is the 3^rd Conference of the United Nations on Infrastructure and Sustainable Urban Development, scheduled to take place in 2016 and the 4^th UCLG Congress in Rabat will be an important step towards this international urban meeting. Habitat III should mark a turning point and a significant phase in the relations between local and regional governments and the UN, with the UN recognising the special status of LRA.

This strategic plenary will additionally address the following questions: what are the essential issues for local and regional governments? How can we guarantee a strong representation of local and regional authorities in the process towards this Conference in view of the 2^nd Assembly of Cities and Local and Regional Authorities in 2016? These are only some of the questions that will be addressed during this session.

Aisa Kirabo Kacyira

Deputy Executive Director, UN-Habitat

United Nations Secretary-General Ban Ki-moon has appointed Ms. Aisa Kirabo Kacyira of the Republic of Rwanda as Deputy Executive Director and Assistant Secretary-General for UN-HABITAT.

Ms. Kirabo was the Governor of Eastern Province, the largest province in Rwanda with a population of 2.5 million. Previously, she was Mayor of Kigali City (2006 - 2011)

Currently, Ms. Kirabo is assisting the Executive Director, Dr. Joan Clos, in the overall management of UN-HABITAT to achieve its mandate and supporting the new UN-HABITAT agenda to face the urban challenges by strengthening urban policies to generate more equitable, wealthy and sustainable cities. Among her many important responsibilities, Ms. Kirabo is supporting Dr. Clos in advancing the key reviews currently underway at UN-HABITAT, including the review of UN-Habitat's strategic priorities for the coming years leading to Habitat III in 2016.

Ms. Kirabo was educated at James Cook University, Australia where she gained her Masters in Veterinary Science in Animal Production and Economics and at Makerere University, Uganda where she gained her Bachelor of Veterinary Medicine. She is currently pursuing an MBA in the School of Finance and Banking, Rwanda/Maastricht School of Management, Netherlands.

Alain Marie Juppé

Mayor of Bordeaux, France. President of the French Association of the Council of European Municipalities and Regions (AFCCRE)

Alain Juppé, born in 1945, is a French politician. A member of the Gaullist Rally for the Republic (RPR), he entered the Inspection des Finances in 1972. Juppé was France's budget minister (1984-86) and government spokesman (1986-88). In 1993, Juppé became foreign minister under Édouard Balladur, and then succeeded him as premier in 1995. That year he was also elected RPR president and mayor of Bordeaux till 1997. From 2002 to 2004 he was chairman of the Union for the Presidential Majority. He returned to government as mayor of Bordeaux. in 2007, Juppé was briefly minister of state for the environment and sustainable development, then he subsequently served as defence minister (2010-11) and foreign minister (2011-).

Mayor of Lisbon, Portugal / Co-President of UCLG

António Luís Santos da COSTA, born in 17 July 1961, is married, with two children. He is graduated in Political-Juristic Sciences from the Faculty of Law, Classic University of Lisbon., and post-graduation in European Studies from the Catholic University of Lisbon.

Lawyer, he was Member of Parliament since 1991, Councillor of the Loures City Council, 1993/1995, Secretary of State for Parliament Affairs 1995/1997, Minister for Parliament Affairs/November 1997/1999; Minister for Justice, October 1999/April 2000; Member and Vice President of the European Parliament, from June 2004 to March 2005; Minister of State and Minister for Internal Affairs, from March 2005 to May 2007.

Mayor of Lisbon City Council, since the 1st of August 2007 and re-elected on the 11th October 2009 former President of UCCLA, he is the Head of the Portuguese Delegation to the Committee of Regions and Vice President of UCCI.

Augusto Barrera, Mayor of Quito, graduated with honours from the College Benalcazar. He is specialist on local development, planning and political science, doctor of medicine.

He is Secretary of Planning and Social Dialogue of the Office of the President, Member of the Cabinet of Ministers of Ecuador, Member of the National Commission on Decentralization and National Competitiveness Council of Ecuador, Academic Coordinator of the Research Centre CITY, Project Manager interface between urban and rural areas in Ecuador to integrated territorial development, Consultant of the Municipality of Cuenca for System Design and Implementation of Citizen Participation. Chen Jianhua

Mayor of Guangzhou

Mr. Chen Jianhua, was born in March 1956 in Lufeng County of Guangdong Province, China. When China resumed its college entrance examination in 1978, Mayor Chen became one of the first college students, during which he obtained a Bachelor’s degree from Beijing

University of Science and Technology and became an engineer. Later on, he obtained a Master degree in administration from the School of

Administrative Affairs, Sun Yat-sen University. Mr. Chen has been devoted to local governments and public administration for nearly 30

years. In December 2011, he became Acting Mayor of Guangzhou and took his current post in January 2012.

Chen Jianhua was an eye-witness in Guangdong’s reform and opening up, marked by the southern tour of the late leader Mr. Deng Xiaoping, whose reform conception influenced Mr. Chen so deeply as to bestow him with an innovative vision in administration. He was one of China’s first official leaders to publicize his email address and micro-blog (the Chinese twitter) account. He took the lead in interacting with micro-bloggers to reach to the grass roots and exerted to construct a transparent and trustworthy government. After he beacame Mayor of Guangzhou, the city became a platform for international cities to exchange on innovative management by hosting the Guangzhou International Urban Innovation Conference and the Guangzhou International Award for Urban Innovation.

Chen Jianhua is a doer. In his political career, he always wards himself from avarice, idleness and emptiness. In his mind, one can’t establish prestige and credibility without incorruptness, just as stated in his public commitment that “once I greed for anything, I’ll be worth nothing”; one can’t make sense without practice, for which he had steeled himself into good health and strong determination within the six years as educated youth in 1970s; and one can’t benefit people without pragmatism, which is perfectly embodied in his hands-on approach, as Mayor of Guangzhou, to actively mobilizing the strength from all walks of life to vigorously promote garbage sorting for the realization of sustainable urban development. Besides, he holds that “the most critical destitution is the destitution of the public right”. Therefore, he earnestly fosters equalization in public service, intensifies assistance for those people in for those people in need and enhances urban employment and re-employment so as to secure people’s wellbeing.

Chen Jianhua is a dreamer. He dreams of polishing the glory of Guangzhou as a historical and cultural city and serving as a watcher, constructor and protector of Guangzhou’s historical culture which, for him, becomes more international when more unique. When he served as Director General of Guangzhou Publicity Department, he presided over the construction of large cultural infrastructure such as Guangzhou Opera House, the new Guangdong Museum, the new Guangzhou Library, organized a census of cultural relics in Guangzhou, which was promoted nationwide and labeled as “Guangzhou Experience”, and led the compiling of historically significant works such as Cantonese Opera Dictionary, Collection of Cultural Relics Census in Canton, Historical Records of Canton. Owing to his remarkable contribution to the protection of historical culture, Mr. Chen was presented by the UN with the Outstanding Contribution Award for Asia-Pacific Cultural Heritage Conservation.

Chen Jianhua is married and has one son.

Femi Oke

Al Jazeera Anchor and broadcast journalist

Femi Oke is an Al Jazeera journalist, social media curator, speaker, moderator, media trainer, senior editor, television and radio correspondent. She graduated from Birmingham University with a Bachelor of Arts degree in English Literature and Language. She joined the BBC as a radio reporter and producer. Before re-locating to the US, Femi worked for BBC television and radio, Sky Television and all the UK terrestrial television networks.

Femi Oke joined CNN International in 1999. Based at the CNN Center in Atlanta she spent nine years anchoring and reporting.

Femi has assisted the United Nations World Meteorological Organization with training international broadcast meteorologists in Argentina and Mozambique.

She is currently based in Washington D.C. where she hosts the interactive current affairs programme "The Stream" for Al Jazeera English, and writes for the social media platform Upworthy.

Jeffrey O’Malley

Director of the Division of Policy and Strategy for UNICEF

Jeffrey O’Malley is the Director of the Division of Policy and Strategy for UNICEF, based in New York. Mr O’Malley has over 25 years of experience in public health and development. Prior to joining UNICEF, Mr O’Malley’s background includes serving as the Director of HIV, Health and Development for UNDP and as the Country Director for India for PATH, the Program for Appropriate Technology in Health. Between 1993 and 2004, he established and led the International HIV/AIDS Alliance, which became the world’s largest international development nongovernmental organization specializing in HIV and AIDS. Mr. O’Malley has also worked for the Harvard School of Public Health and for the World Health Organization.

Parks Tau

Mayor of Johannesburg

Parks Tau, Mayor for the City of Johannesburg, was born and raised in Orlando West, Soweto. At the youthful age of 25, he was appointed the chairperson of the Urban Development Committee of the then Southern Local Metropolitan Council (SLMC), where he was responsible for the planning function.

He was appointed a member of the mayoral committee following the first democratic local government elections in 2000. He was entrusted with a wide range of portfolios – development planning, transportation and environment.

In 2004, he was given the responsibility of the City's finance and economic development portfolios. As the head of Johannesburg's finances, reflecting Johannesburg's continuing success in delivering services to communities and creating a climate for economic growth and development.

Ségolène Royal

President of the Region Poitou-Charentes, President of the International Association of Francophone Regions (AIRF)

Ségolène Royal est, depuis 2004, Présidente de la Région Poitou-Charentes et Vice-présidente de l’Internationale socialiste. Elle a été députée du département des Deux-Sèvres de 1988 à 2007. Elle a été trois fois ministre : de l'Environnement (1992-1993), de l'Enseignement scolaire (1997-2000), de la Famille, de l'Enfance et des Personnes handicapées (2000-2002). En novembre 2006, elle a été choisie par les militants socialistes pour être la candidate du Parti socialiste à la présidentielle de 2007. Le 22 avril 2007, elle est la première femme à accéder au second tour d'une élection présidentielle en France.

Tout au long de son parcours, Ségolène Royal s'est résolument engagée à rendre son action politique la plus concrète possible. Elle est ainsi à l'origine de réformes emblématiques qui ont marqué l'évolution de la société :

• la création du plan Handiscol, pour permettre à tous les enfants et adolescents handicapés de suivre une scolarité normale ou adaptée ;

• la création du congé de paternité qui concilie pour la première fois, de façon concrète, l'égalité homme/femme ;

• l'instauration de la garde alternée de l'enfant, dans le cadre d'une médiation familiale efficace ;

• la protection de l'enfance, avec une lutte continue contre toutes les formes de violences.

La liste conduite par Ségolène Royal remporte les élections régionales le 28 mars 2004. Elle est élue présidente de la Région Poitou-Charentes le 2 avril 2004. Depuis, elle a amélioré la gestion de la région, mis l'accent sur la création d'entreprises, soutenu l'emploi notamment des jeunes, insisté sur la formation tout au long de la vie et promu l'exemplarité environnementale.

Elle a été réélue en Mars 2010 pour un second mandat de Présidente de la région Poitou-Charentes avec 61% des voix.
